What specific action did you witness?

Focus on behaviors, not appearances. What was the person actually doing?

If you can only describe how someone looks but not what they're doing, this may not be a reportable concern.

💡 Legitimate concerns involve actions:

  • Trying door handles, breaking windows, or forcing entry
  • Taking property that doesn't belong to them
  • Threatening or harming another person
  • Vandalizing property

🚫 These are NOT suspicious activities:

  • Walking while being a person of color
  • Speaking a language you don't understand
  • Existing in a public space
  • Having an accent
  • Looking "out of place" to you

Could there be an innocent explanation?

Before filing a report that could impact someone's life, consider these possibilities:

  • They could be a new neighbor you haven't met yet
  • They could be visiting a friend or family member
  • They could be a worker — delivery, repair, landscaping, real estate
  • They could be lost or looking for an address
  • They could be exercising — walking, jogging, cycling through the area
  • They could live here and you've simply never noticed them before
95% of "suspicious person" reports result in no crime being found. The vast majority of people reported were doing nothing wrong.
